Consular Matters



General Guidelines:

The Consular Section, Bangladesh High Commission in Kuala Lumpur attests various documents of repatriated Bangladeshi nationals staying in Malaysia upon received on the basis of Attestation Rules and Guidance of the Government of Bangladesh such as Married/unmarried Certificate, Driving License, Letter of Introduction (LOI), Power of Attorney (POA), Educational Certificate, others consular documents etc.

Documents/certificates originating from Bangladesh: All documents must first be prior notarized and attested by the authorized officer of the Consular Section, Ministry of Foreign Affairs, Dhaka/Ministry of Law, Dhaka. In case of attestation of academic certificates, it must be attested from the concerned educational Institutions/Board/Ministry of Education, Dhaka/Ministry of Foreign Affairs, Dhaka as applicable. In this connection, Bangladeshi nationals staying in Malaysia are requested to check with the concerned authorities in Malaysia for their specific requirements for authentication/attestation of the documents.

Bangladesh High Commission, Kuala Lumpur will not endorse/attest any kind documents related to the third country visa processing applications.

Documents/certificates originating from Malaysia must be attested/authenticated from the concerned authorities (i.e. Foreign Ministry and other related Ministries of Malaysia before submit it to this High Commission for attestation.

For attestation of Power of Attorney / Affidavit (Holofnama)/Statutory Declaration or similar documents by the Bangladeshi nationals, the applicant will have to appear in this Mission in person along with her/his valid Bangladesh Passport and national ID. The applicant will have to sign the 'Power of Attorney' before authorised Consular Officer of this High Commission.

The Affidavit/Holofnama originated from Bangladesh needs to be legally notarized and prior attested by the Ministry of Law, Dhaka and the Ministry of Foreign Affairs, Dhaka.

The Statutory Declaration/Affidavit/Holofnama originated from Malaysia needs to be legally notarized and executed by the Commissioner of Oath, Malaysia prior attestation by the Ministry of Foreign Affairs, Government of Malaysia, Putrajaya.

The POA/Affidavit to be given to Bangladeshi citizens by the Malaysian nationals, the documents must be legally notarized and executed by the Commissioner of Oath, Malaysia and attestation from the Ministry of Foreign Affairs, Govt. of Malaysia, Putrajaya, the applicant may submit it to this High Commission for attestation.

Consular Fees:

Fees for different services will depend on the sizes/quantities of the documents.

For one single letter RM45.00 and for one set document (not more than three pages) RM45.00 to be deposited to any Branch of Maybank, Malaysia addressed to the Bangladesh High Commission, Kuala Lumpur, Account No. 564427102268. Cash/ATM booth deposit/Online cash/fund transfer will not be accepted.


For issuing Birth Certificate for new-born babies RM5 (Malaysian Ringgit Five only) to be deposited (yellow colour cash deposit slip only provided by Maybank will be accepted by the Mission) to any Branch of Maybank in Malaysia addressed to Bangladesh High Commission, Kuala Lumpur, Account No.564427509825; Cash/ATM booth deposit/Online cash/fund transfer  will not be accepted by the Mission.


01.     Attestation of Driving Licence and Issuing a Translation of the Driving Licence

 

Requirement:

The photocopy of the genuine Driving Licence to be notarized;

Photocopy of the DL to be attested from the concerned Bangladesh Road Transport Authorities (BRTA) in Bangladesh and

Ministry of Foreign Affairs, Dhaka

BRTA original money receipt and MOFA delivery slip to be submitted along with the attested DL;

Photocopy/scanned copy of the DL/certificate will not be accepted;

Consular Fees:


For attestation of Driving Licence RM45.00 to be deposited (yellow colour cash deposit slip only provided by Maybank will be accepted by the Mission) to any Branch of Maybank, Malaysia addressed to the Bangladesh High Commission, Kuala Lumpur, Account No. 564427102268.

Cash/ATM booth deposit/Online cash/fund transfer will not be accepted.

For issuing a translation supporting letter in favour of the attested Driving Licence RM45.00 to be deposited (yellow colour cash deposit slip only provided by Maybank will be accepted by the Mission) to any Branch of Maybank, Malaysia addressed to the Bangladesh High Commission, Kuala Lumpur, Account No. 564427102268.

Cash/ATM booth deposit/Online cash/fund transfer will not be accepted.

 

02.     Passport Attestation, issuing of letter on Data correction;

Requirement:

  • To issue passport related letter the applicant must submit all passport along with the requisite letter issued from the concerned Educational Institutions/Immigration Department of Malaysia;
  • All serial passport to be submitted along with MRP verification report from the MRP wing of the Mission;
  • If lost the passport in Malaysia the applicant makes a police report in the local police station and attest it from the Ministry of Foreign Affairs, Govt. of Malaysia in Putrajaya;
  • If the passport lost in Bangladesh the applicant must report in local police station in Bangladesh and attest it from the Ministry of Foreign Affairs, Dhaka;
  • One set extra non-returnable document to be submitted along with the application.

Consular Fees:

For attestation of single passport RM45.00 to be deposited (yellow colour cash deposit slip only provided by Maybank will be accepted by the Mission) to any Branch of Maybank, Malaysia addressed to the Bangladesh High Commission, Kuala Lumpur, Account No. 564427102268.

Cash/ATM booth deposit/Online cash/fund transfer will not be accepted.

For issuing a letter related to the passport and it’s data RM45.00 to be deposited (yellow colour cash deposit slip only provided by Maybank will be accepted by the Mission) to any Branch of Maybank, Malaysia addressed to the Bangladesh High Commission, Kuala Lumpur, Account No. 564427102268.

Cash/ATM booth deposit/Online cash/fund transfer will not be accepted.


03.     Attestation of Nikahnama, Married/Unmarried certificate and to marry foreign national (Malaysian)

To marry foreign national (especially Malaysian national) by Bangladeshi national:

Requirement:

  • The marriage related documents such Nikahnama, Marriage Certificate, Unmarried Certificate, Divorce Certificate should be submitted to the Mission after attestation it from the Ministry of Law, Dhaka and Consular Wing, Ministry of Foreign Affairs, Dhaka respectively;
  • Scanned copies of the Nikahnama/married/unmarried certificate will not be accepted;
  • To marry foreign national (especially Malaysian national) by the Bangladeshi national: To marry a Malaysian national by a Bangladeshi national, an Affidavit (consent declaration-single status declaration) by the applicant’s legal guardian (parents) needs to be submitted prior to attest it from the Ministry of Law, Dhaka and the Consular Wing, Ministry of Foreign Affairs, Dhaka respectively; and
  • Unmarried Certificate to be collected from the concerned Office of the Deputy Commissioner (DC) with attestation from the Consular Wing of the Ministry of Foreign Affairs, Dhaka;
  • One set extra non-returnable document to be submitted along with the application.

Note: Mission will not attest the Power of Attorney (POA) on Polygamy and divorce related documents; 

  • The applicant in this regard is suggested to do the polygamy and divorce related jobs after reaching to Bangladesh; 


Consular Fees:

For attestation of Niakhnama, Married/Unmarried Certificates RM45.00 to be deposited (yellow colour cash deposit slip only provided by Maybank will be accepted by the Mission) to any Branch of Maybank, Malaysia addressed to the Bangladesh High Commission, Kuala Lumpur, Account No. 564427102268.

Cash/ATM booth deposit/Online cash/fund transfer will not be accepted.

For issuing unmarried certificate of single status letter RM45.00 to be deposited (yellow colour cash deposit slip only provided by Maybank will be accepted by the Mission) to any Branch of Maybank, Malaysia addressed to the Bangladesh High Commission, Kuala Lumpur, Account No. 564427102268.

Cash/ATM booth deposit/Online cash/fund transfer will not be accepted.


04.     To issue a family letter/Relationship letter:

Requirement

  • In order to get a family letter or relationship letter from the Mission the applicant needs to submit his original Marriage Certificate/Nikahnama/Birth Certificates of their children after attesting those from both the Ministry of Law, Dhaka and the Consular Wing of the Ministry of Foreign Affairs, Dhaka;
  • One extra photocopy of all documents along with visa page of the passport to be submitted for official purpose
  • Original Passport to be submitted to verify the authenticity of the documents.


Consular Fees:

For getting one relationship letter RM45.00 to be deposited (yellow colour cash deposit slip only provided by Maybank will be accepted by the Mission) to any Branch of Maybank, Malaysia addressed to the Bangladesh High Commission, Kuala Lumpur, Account No. 564427102268.

To attest Marriage Certificage, Nikahnama/Divorce paper an amount of RM45.00.00 (Upto three (03) pages) to be deposited (yellow colour cash deposit slip only provided by Maybank will be accepted by the Mission) to any Branch of Maybank, Malaysia addressed to the Bangladesh High Commission, Kuala Lumpur, Account No. 564427102268.

05.     Attestation of Educational Certificates / Academic Certificates

Requirement

  • All Education degrees / documents issued from Bangladesh must first be attested from relevant educational institutions/universities/board of education and Ministry of Education and from Consular section of the Ministry of Foreign Affairs of Dhaka, Bangladesh before submitting for attestation by the High Commission of Bangladesh, Kuala Lumpur.
  • One set extra non-returnable document along with passport and visa copy to be submitted along with the application.


Consular Fees:

For attestation one set (not more than three pages) RM45.00 to be deposited to any Branch of Maybank, Malaysia (yellow colour cash deposit slip only provided by Maybank will be accepted by the Mission) addressed to the Bangladesh High Commission, Kuala Lumpur, Account No. 564427102268.

To obtain a letter regarding admission/immigration purpose RM45.00 to be deposited to any Branch of Maybank, Malaysia (yellow colour cash deposit slip only provided by Maybank will be accepted by the Mission) addressed to the Bangladesh High Commission, Kuala Lumpur, Account No. 564427102268.

 06.    Endorsement of Power of Attorney (POA)


Requirement:

To sign/endorse a Power of Attorney deed from this Mission the applicant needs to submit the documents on a stamp paper describing information of both the principal and the attorney as per his passport/NID/BRC;

The original “power of attorney document” to be printed in Bangla/English on a Bangladesh govt. stamp paper worth minimum Tk100 value.

Two copies recent passport size photographs of both the Principal and Attorney

Executant/Executants have to appear personally with Bangladesh passport (valid or expires)/National ID/online birth certificate;

Description of scheduled land/properties along supporting document on schedules properties such as (original Dalil/certified or attested Dalil, RS/CS Khaitan, Mutation (namejari), inheritance letter from Union Chairman if required etc.) are needed to be submitted;

Name, signature and addresses at least one witness from Malaysia is to be mentioned along with his passport/BRC,NID etc.

  • The Affidavit/Statutory Declaration originated from Malaysia, must be legally notarized from the Commissioner of Oath, Malaysia and to be attested from the Ministry of Foreign Affairs, Govt. of Malaysia, Putrajaya.
  • The POA to be given to Bangladeshi citizens by the Malaysian nationals the documents must be legally notarized and executed by the Commissioner of Oath, Malaysia and attestation from the Ministry of Foreign Affairs, Govt. of Malaysia, Putrajaya the applicant may submit it to this High Commission for attestation.
  • As per government instructions/orders, the Mission will not attest the Power of Attorney (POA) on Polygamy and divorce related documents;
  • The applicant in this regard is suggested to do the polygamy and divorce related jobs after reaching to Bangladesh;
  • One set extra non-returnable document along with passport and visa copy to be submitted along with the application.

07.     Letter of Introduction (LOI) 

Requirement:

  • The applicant will submit a written application describing the cause of the issuing letter, the original passport, photocopy of the passport/visa along with confirmation letter from concerned Immigration department/ Educational Institution/colleges/universities/companies;
  • This High Commission will not issue any LOI on any country visit visa request. 
  • One set extra non-returnable document along with passport and visa copy to be submitted along with the application.

08.     Birth Registration Certificate (BRC) for newly born babies only


Requirement:


  • In order to get a Bangladeshi Birth Certificate for a new-born baby born in Malaysia, the BRC issued by the concerned authorities of JPN, Malaysia needs to prior attestation from the Ministry of Foreign Affairs, Govt. of Malaysia, Putrajaya;
  • Parent birth registration certificate must be online both in Bangla and English translation;
  • The parent will submit their original Nikahnama, Married Certificate, online Birth Certificate both in Bangla and English translation prior to attest those from the Ministry Law, Dhaka and Ministry of Foreign Affairs, Dhaka;
  • The applicant is suggested to log in to BDRIS, Govt of Bangladesh, Website: (https://bdris.gov.bd/br/application) to filled-in the online Application Form and take a print out for submitting it to this High Commission for issuing a new BRC.
  • One set extra non-returnable document along with passport and visa copy to be submitted along with the application.

For issuing a BRC RM5 (Ringgit Five only) to be deposited to any Branch of Maybank, Malaysia addressed to the Bangladesh High Commission, Kuala Lumpur, Account No. 564427509825.

09.     Police Clearance Certificate


Please note that the High Commission does not issue Police Clearance Certificates in favour of Bangladeshi national or foreign nationals. The competent authority of the concerned country may issue the Police Clearance. 

Bangladeshi nationals may attest the following documents from this High Commission: 

An authorization letter addressed to the concerned (in accordance with the permanent address of the applicant) Commissioner of Police / Superintendent of Police / Officer-in-Charge in Bangladesh mentioning the authorized person's details who will submit the application and collect from the concerned police authorities.

Original Bangladesh Passport and photocopy of the bio-metric page.

  • One set extra non-returnable document along with passport and visa copy to be submitted along with the application.

10.     Transfer of Residence 

 

Requirement:


To get a letter related Transfer of Residence the applicant must submit his latest release order/NOC from concerned organizations/institutions along with copies of valid passport and latest visa.

  • One set extra non-returnable document along with passport and visa copy to be submitted along with the application.

Consular Fees:

To get a Transfer of Residence (TR) certificate form this High Commission an amount of RM45.00 to be deposited to any Branch of Maybank, Malaysia (yellow colour cash deposit slip only provided by Maybank will be accepted by the Mission) addressed to the Bangladesh High Commission, Kuala Lumpur, Account No. 564427102268.

11.     Endorsement of Scholarship Form/ Application

 

Requirement:


To endorse your online scholarship form/application (online form provided by concerned universities) from the consular section of the Mission, you must submit the following documents:

  • Prescribed online scholarship endorsement form/application (provided by concerned university);
  • Recommendation letter by the concerned professor/lecturer/supervisor/faculty head;
  • Latest passport and visa copy;
  • One set extra non-returnable document along with passport and visa copy to be submitted along with the application. 

Consular Fees:

To endorse the Scholarship Endorsement Form from the consular section of the Mission, an amount of RM45.00 to be deposited to any Branch of Maybank, Malaysia (yellow colour cash deposit slip only provided by Maybank will be accepted by the Mission) addressed to the Bangladesh High Commission, Kuala Lumpur, Account No. 564427102268.
